person who can speak two languages fluently is bilingual.

person who relates to two distinct cultures.
Bidialectal
– A person who is proficient in or using two dialects of the same language.
Additive Bilingual Education - Uses student's first language and builds onto it.
Subtractive Bilingual Education - Only uses the second language.
